FFXIV Chat?

This is a strange game.  When I log in, sometimes I have a Q to wait.  Then, when I do get in, there not that much chatting going on.  Is there some special place people are chatting?  I've noticed some people using the shout option (how far does this go).  Maybe the people that play this game just don't talk to each other...It's just weird...
