my budget is around 700 euro but its flexible enough. i rather pay less tbh. i dont want ultra settings, high is more than enough for me. this budget doesn't include keyboard, mouse, os and moniter. i can get them myself.
i did some research myself.

I have no problems with AMD cpus, if it is in a better price range I'm more than happy to buy that.
Typical case of answering too quickly... Been digging a bit and the AMD I suggested is not as good as I expected. Close to the same as the i5 with the i5 a slight winner. Also, the i5 has lower power consumption and it has a feature to boost gaming GPU performance (not sure how that works).
Looks like AMD went down hill a bit after the Phenom series
I don't know what prices are in UK (amazon.uk, but in euros? Not sure where you are located at),
But in the US:
the FX-6350 costs about 70% of a Core i5 4570. ($140 vs $200 US). Additionally, similarly equipped motherboards for AMD CPUs tend to be around $25-$50 less than their respective Intel counterparts.
So overall, you save around $100 going with AMD. $100 is much in the grand scheme of things, but if your on a tight budget, that's easily the price of an entry level GPU. That's in US dollars and US availability though, wherever the OP is may be different.

If you have only have €700 for a complete build, an AMD FX6300 (or FX6350 if you don't want to overclock) are reasonably priced parts that while slower than Intel parts, can compete with similar priced Intel processors in many games).
You need for a full build:
CPU.
Motherboard for the CPU.
Graphics card.
DDR3 Ram - I recommend 8GB (2x4GB configuration).
Power supply unit (PSU) of around 500-650W and a good brand.
Case.
Hard drive, either mechanical or SSD (SSD is faster but much more expensive per GB).
DVD reader.
Monitor.
Windows.
Mouse, Keyboard.
If you are reusing parts
An alternative for the GTX 660 is the AMD Radeon 7870, especially if you overclock the 7870 or even an overclocked 7850, if you want to save money.

i live in ireland so i probably order it from amazon.co.uk. they usually have good sales now and then.

Graphics cards.
For that resolution a Radeon 7850 or a GTX650 ti boost are probably enough, but the 7870 and the GTX660 aren't that more expensive. In both cases the nvidia cards are slightly better out of the box but the radeon cards have a higher overclock potential. Overclocking graphic cards is very easy, but it is up for each individual user.
Anyway it will set you back betwee £130-160 for a GPU like that.

This card out of the box behaves like a regular 7870 that consumes more power and run hotter. But when overclocking this card is a different beast since it is based on the Tahiti chip (that power the 7950/7970 class of cards) and has more stream processors 1536 vs the 1280 of the regular 7870.
Ram.

I don't think you will be able to fit an Intel i5 in your budget but you might try an i3 - but the i3 will in somce cases be faster than the FX6300 and in others slower (specially if the FX6300 is overclocked).

The problem with Amazon is that their search function is rather broken, which makes it into a major pain to search for parts. Do you know if major British e-tailers such as ebuyer or dabs will ship to Ireland?
Also, even if you do buy from Amazon, those prices are quoted in pounds and you're looking to pay in Euros. How many pounds is 700 Euros?

What's that resolution? A very, very old monitor?
Extra fans and coolers are always welcome. I don't mind paying some extra if its needed. How well do you think that build would run higher end games like crysis2 and metro? Not on ultra i suppose but maybe on medium?
Dabs does have an .ie version and I believe ebuyers doesn't ship to Ireland but the prices more or less is the same so if you prefer to look up stuff on a UK website thats cool. 700 euro is around 650pund / 950 dollar.
My monitor is not that old It's not the best but its not terrible.
However I'll probably buy a better one later. But thats not included in this budget.
edit: I could get AMD phenom x4 965 3.4GHz CPU for free. Should I take it or buy something that is better? I could either save some money and maybe buy a better graphics card maybe?
I have an FX6300 overclocked to 4.4GHz with an overclocked 7870 XT (1150/1550).
I just launched Crysis 2 and with everything at high, blur on medium and without the textures pack, @1920*1080, I'm getting close to 100 FPS on the scene after you pick up the pistol and go outside to find ammo by opening the visor.
In Metro 2033 DX11 high I'm getting around 40 FPS in the begining of the game and on Normal I'm getting around 50 FPS.
EDIT: I've disabled DOF and Tessellation and I got over 60 FPS at High in Metro 2033 in the prologue.
In GW2 with most stuff on high it will get around 30 FPS in Lion's Arch and around that in big zergs - areas with a few people I get over 60 FPS.
I would go with the Phenom X4 965 for free.
You can use the money saved for an SSD drive, to get a 7950/7970 or just save the money.
The X4 965 @3.4GHz is going to be slightly slower but it still is a good performer, especially if you can overclock it to 3.8-4GHz.
I know it is Crysis 3 instead of Crysis 2 but you get an idea.

That actually isn't a bad idea.
The Phenom will work in an AM3+ motherboard, which is the same motherboard needed for the FX6350/6300 that has been talked about on this thread.
The CPU isn't blazing fast, but it's fast enough and still relevant to today's gaming, usually overclocks fairly nicely, the motherboard accepts a variety of nice upgrade processors later on if it isn't quite fast enough, and hey, it's free.
You won't max max new stuff on it, but you can get close.

Meanwhile, you get the free Phenom II X4 965 available to you, presumably with whatever cooler it is using now. It will fit that motherboard, and then someday when you decide that it isn't fast enough anymore, you can replace it with an FX-6400 or whatever AMD has out by then. AMD has announced that they'll have a modest server CPU upgrade that basically tweaks the Piledriver cores in the FX-*3** series with the same upgrades as when AMD moved from Trinity to Richland, and they'll almost certainly release a client version of that, too, though that will probably be the last product on Socket AM3+. Still, having the option to upgrade to an eight core, 4.4 GHz chip is nothing to sneeze at.
