LvL 20 and no 200 Atribute Points WTF !!!

Rather confused and mostely pissed off, but after hours and hours of gameplay i finally made it to lvl 20 and did not recieve any atribute points for it !!!!, so i can't aford 2 lvl 12 atributes! i'm stuck with 2 lvl 11's and 16 points left over !!!! WTF where are my atribute points why don't i have them yet ?!!?!?

umm just use some refund points and lower some of your secondary class skills
