Some people seem to like to have the option to go back and forth between MMO's. I personally don't, with the exception of EVE, DAOC and WOW, pretty much once I've left an MMORPG I'm done for good.
So yeah, they can clear my character names in RIFT, I haven't played since about 3 months post launch (even though I had bought a 6 month sub) and if I ever want to revisit, I can chose new names if necessary.
I think it's a good idea actually, no reason to let long inactive accounts tie up lots of names, just a waste really.
I remember when LOTRO first launched, I was more fanatical about names, so I went and created my 5 or 6 favorite names on every server available at launch, might have been like 70 or 80 characters (dummy placeholders)
I certainly hope in all this time and various server merges they managed to wipe all those away and it's a practice I no longer employ since that occasion. ( I blame it on over-work, having teenagers at the time, or something like that)
