Its "real money" in the sense that digital goods can be turned into cash via the black market. Which is similar reasoning that many countries have reached when they consider digital currency as having value the same way hard currency does.

You are failing to grasp people are earning a living exploiting children of their virtual goods in essentially unlicensed casinos on a game aimed at teenagers which by law in most counties are below the legal gambling age.

Do you want the FBI to start cracking down on the employees of companies who participate in sports betting pools as well?
The only way this is going to cost anybody real money is if a parent allows their child to access a bank account or credit card for use at the cash shop, and quite honestly any parent stupid enough to allow a 13 year old bank access is an idiot who deserves to lose all their money.
They're gambling virtual goods; there's nothing illegal or even IMO immoral about that. Also why should it be banned? I'm sure there are consenting adults participating for enjoyment as well; why should they lose a source of their entertainment just because inept parents are either too busy, too ignorant, or too apathetic to keep track of what their kids are doing on the internet.
Sorry, but I don't see a real problem here, or at least one as serious as you seem to think. It's not Habbo's responsibility to act as a parent or guardian to underage players. You want this to stop? There are plenty of parental & family groups / organizations you could contact, or even the FBI's cyber crimes division (not that I think this is serious enough to warrant doing so, but it could be done) instead of posting here.

Notice there is a vast difference between "all they can" and "all that is reasonable". To police every room to eliminate gambling would be stupidly expensive manpower wise for example. As a developer there is only so much you can reasonably do to remove any kind of activity, especially once you start considering edge cases and how negative such changes are observed as.
If anything I consider you trying to raise the mob to put the game to the sword as being far more damaging than what is going on there.
