That's what I'm wondering, being a free player I don't know if it counts for us or if it's just for the "pay to play" players.
I believe that it is for both subscribers and F2P players... I was today on Tython and everybody was getting to level 13 before leaving zone, no matter status.
Make sure to do your space dailies when leveling. With double xp, full legacy buff and an xp booster I made well over a level just doing 2 dailies that takes very little time.
I certainly wouldn't do Makeb though with 2x xp. I thought it almost pointless why they raised level cap when you level so damn fast from 50-55 anyway. Pretty much only an excuse to keep the gear grind going. I typically quit on expansion because I cannot face another pointless gear grind.

Double XP seems to be the only way to play it if you are a free (or in my case, preferred) player. They nerf your XP gain, and I found myself underleveled by the time I got to the 2nd planet, by about 2 levels. By playing only on double XP weekends, I seem to have almost caught up, but clearly still behind subscribers.
Of course they want to boost XP for the free players: everything after the story lines is paid content for the most part, or limited to the point you pay or suffer.
XP boosts are not unique to SWTOR or to EA. To understand the reasoning behind them however think of "double xp" as a drug and EA as the purveyor of said drug. They want to get you hooked and buy xp boosts so they give away samples.
SWTOR wasn't designed as a f2p game however and even with the xp nerf levelling is still very fast. And level cap comes very soon. In a game designed as f2p from conception levelling is a grind; think "Asian" grinders - although the term applies equally to non-Asian games as well.
Things are progressing as expected as far as cartel coins are concerned with last weekends 50% discount. The reason is the same.
And if it continues as other f2p games have then there will soon be other giveaways as well. Free packs for new accounts and so forth.
And I don't fault EA for doing this - its just the way it is.

I thought it was pretty good really , i got my shadow from 41-45 , operative from 33-37 ( almost 38 ) and my group character ( which is my lowest and final 16th character ) Jugg from 21-27. That should put me in a good postition to not repeat heroics etc to get to 55.

Yes it is. Great expansion so far! What a treat - now with the expansion I can buy cool items that don't belong in the Star Wars Universe!
A cannon! How about a 20 ton ship canon, people will pay for that, right? How about a hat from James Bond too, Goldfinger style, that can cut through steel and return to its owner ......
I really hate all the stuff EA is introducing to this game. Rather than making the game better, EA keeps putting more and more lavish items into the cash-shop, which to me is ridiculous!

And your additional comments don't make any sense. These cannons are appropriate in my opinion for SW game. They were not introduced with this expansion, these are dunno, maybe 6 months old if not more.

The canons have been used by commandos since the very beginning and is part of the class of weapons used.They were even in the CGI trailers that came out before the game's release so they are in no way out of place. /facepalm
