Warrior Problem

My Warrior is using an axe/sheild combo and i was gonna do my skill points in axe mastery, Strength, and water magic. But the problem is all the shields i see require tactics! What should i do? are there sheilds that are high armor without tactics? is there a solution that doesn't require me putting points into tactics?

there are shields requiering Strength, they are rare, maybe not so good as the tactics shields aswell. but heck i dont know, i never play warrior.

btw: Since you are war/ele, you may wanna get a nice water scroll for the energy bonus instead. Some of those also have small armor bonus aswell.
