Well, I started about a week ago (Minmatar) and intended to level all my learning skills before I started on the good stuff.
I've now changed my mind as I can't even kill a half-dead space weevil in my rookie ship so I want to level a few skills and get a reasonable ship to do a bit of mining and pirate killing.
Can someone suggest a decent ship and fittings to do this? Also, as a Minmatar should I be concentrating on projectile weapons or does it not matter much?
Any advice greatly appreciated.

well i only use minmatar frigs for travel.. the vigil owns all gate camps.
for hunting i prefer caldari missile boats.. the kestrel is a good npc hunter for beginners..Caldari osprey also has a 20% bonus to mining lasers. Once your in a kessy and osprey get back to your learning skills :P

You can train any race of ships/weaponry, your not limited to your own race. I however, would actualy suggest you train for minmatar ships since they are pretty much the strongest in game at the moment and you already have the skill to boot. Rifters are very powerful frigates and if you want to mine, the minmatar Scythe holds par with a caldari Osprey. Projectiles are hard weapons to use for a beginner but learning is part of the game and once you become accustomed to them, you will discover that they can dish out more damage then any other weapon in the game.
If you think my claims are bogus, just try getting hit by a tempest using 6x 1400mm II artillery cannons. Yeah sure, it requires ALOT of time to get to the point of using that setup but, in pvp, there is no ship I would rather avoid fighting.

Minmatar are cool ships.
The Vigil is a very useful little frigate for scouting/tackling/ecm stuff. Fast too.
The Rifter is the closest you can get to an interceptor while still in frigates - its damn fast and has great firepower.
Speed is your friend in frigates, and minnie ships have the most speed.
I can help you. Been playing for 2 years. Minmatar and i use Wolf (ellite frigs).
The fitting really depends on what ship ay use. the virgil especialy rocks at gatecamping cause of the good med slots and target painter bonus, rifter has nice dmg and is good for altillery and the breacher owns with misilles.

We have a lot of Minmatar fans based in our corp. You can train for any ship but being new I would stick to your race until you get a cruiser at least. Also stick with the weapons that get a bonus from the ship your flying. Once your comfortable with one race move onto another. You have enough skills to train without trying to get every ship in the game.
The Scythe has the same mining bonuses as the Osprey, the Rupture is an excellent ship.
The issue with Minmatar ships is they tend to be difficult to fit. You can armour or shield tank them. They also make use of missiles and guns.
For frigate combat the Rifter takes some beating. You also get to use 280 mm Howies.
I use a probe right now, a nice ship i think, okey capacity, okey speed and weaponry.
Probe
First, do level some learning skills as well as other ones ... go back and forth. The learning skills really help you level other ones faster in the medium to long term, but you also need to have other ones in the short term, like good gunnery skills, some missile skills, some basic mechanics skills (for armor upgrades) and engineering skills (for powergrid upgrades). I would recommend alternating between training learning and other skills for a while.
Second, for mining, the best matari frigate is probably the Probe. You can also use it for rat killing, but it isn't the best for that. If you plan to mine, fit as many mining lasers as you can and have at it. Mine into a jettison can (be aware, there is always a risk of ore thieves) and train industrial ship skill so that you can mine for a while, then come back with the big hauler ship and bring it back to the station. If you want to focus on rat killing, I'd recommend trying one of the other minmatar frigates ... the rifter is a great all around choice in terms of speed and weaponry. I'd recommend small projectiles, and standard missile launchers with a mix of missiles.
Third, you can skill whatever turret you want. For now, I would recommend skilling projectiles, because matari ships have bonuses for projectile turrets -- you get more bang for your buck by using them with matari ships, in other words. Matari ships are also generally more balanced between turrets and missiles, so you'll want to train missiles as well. You could also opt to train another race's ships, if you're willing to take the time, if you prefer their loadouts (Caldari tend to be very missile oriented, Gallente are hybrid gun + drone, Amarri are laser, etc.), but in any case you tend to advance a bit more quickly in the world of EVE if you focus your skill training efforts on one line (ie, one race, one type of turret, one main type of game play, etc.).
Have you thought about running missions to make ISK? With the new revisions to the game, this is now a fairly feasible way to make ISK if you don't want to bother training the mountain of skills you need to mineand refine efficiently.
