Hardcore. There must be a sting or joy to defeat or winning. Without gear loss of some sort (doesnt have to be full loot imo) PvP isn't as meaningful. Either way, both server rules seem appealing.

You are more likely to become rich as a merchant by playing on the hardcore server than you will playing on the normal server due to item loss on death and quicker item destruction in the system because of it. \
I was super fired up to play The Repopulation until I found out there is forced PvP in it. When I want to PvP, I choose a PvP server or I queue for PvP content. I really hope they rethink this decision. More choices in an MMO = win/win.

For nation territory control to have any viabilitiy and therefore politics to exist, a corner stone of the game, you need to be able to impose your will on others. The 1/3 of the map will SUIT YOU in this game because the other 2/3 of the map, on the normal server, are simply there for people to be able to actual own territory. All resources and content, outside PvP, will be do able within the 1/3 no PvP at all area. HOWEVER, if you want to experience nation building in any form you must accept the fact that it requires forced PvP. You also need to accept the fact that progression needs to happen faster in the forced PvP areas to encourage anyone to even want to go there for nation building. Other wise, there is no point to nation building and therefore most of the sandbox from the game is removed.
I can't explain the need for forced PvP areas to exist on the map more than this.
I would love to play on the hardcore server due to the economy meaning much more. However I feel that its population will be substantially lower. I will have to wait and see though.
It really just depends on if items can't be repaired/break after a while though i.e. old school Ultima Online. Items breaking basically will make or break the game for me. With items going *poof* it will actually give crafters a reason to specialize in it, and keep the community supplied. It will drive the economy, and make for a living/breathing world. If items are persistent.... it will just lead to a gear treadmill like in all MMO's :-/

They break. We don't know what the rate of break will be on the normal server, but on the hardcore server we know that death can cause gear to be completely destroyed.
HardCore! The set of HC rules will promote the sort of scenarios I expect from an MMORPG: sinergies among players and meaningful factions, a real economy, complex player-driven narratives and, overall, a much higher value with regards to the RPG experience.

In the end, both servers are going to have a large group that wants to play on them. If you like the normal server, wonderful, play that and have fun. Insulting people for choosing one or the other is pointless, first of all, because they are going to ignore you and play what they want anyway, and second, because unless one plays the server that they insult, you will never see the other person.

The "Normal" ruleset is the baseline functionality. You can not loot dead players in the normal ruleset, and there is in fact very little penalty for death. We want to encourage players to participate in PvP by focusing on the fun, rather than penalizing players for being killed. The Normal ruleset employs Active and Reserve military system which modifies where a player can kill or be killed
No consequences + PvP flags sounds like a theme park to me
