Anyone know where i can find this? is it a quest of at a city, please let me know.

    You can get the capture signet quest from an old man standing on a hill in Lion's Arch just south from the merchants if I'm not mistaken. Once you do the quest, he will give one capture signet for free, then after that you can buy them from him for 75g.

    lol.  I thought it was only one time only so I didn't the quest until I found a good one.  Thanks for the info.  ^_^
