ESO Main Page Contest Question

I've read the contest page over and over again, and I may be missing it still, but...should one win a copy of ESO via the contest on the main page, will it count as a preorder copy?  I haven't seen anything on the subject, so I figured I'd throw this here in hopes one of the higher-ups or one with more knowledge than I could answer.
