Failed to initialize web browser and other bug fix help!

Ok so this error is not exactly for DCUO, but I am having this with another MMORPG I am trying to play and the launchpad comes up and I get a message saying "The Launcher is being updated. Please wait..." and then just minimizes and goes away and doesn't download the game or I get a message saying "Failed to initialize web browser". I do not know what to do as I have done a bunch of steps to try and remedy this.
I have tried deleting the patch folder, launcher.exe, launcher.settings, and other folders, using the FixLauncher and everything many times and still no changes.
