They have stated end game won't be as we know it from past EQ games. The end game content will, as describe so far, will be more of a community driven and group driven. There will be some tough stuff to encounter, but it doesn't appear it will be "gather 20-40ppl and go kill so and so". Will it be any good good or challenging? We will have to wait and see.
I don't think anything about how dungeons and the like will work has been said or set in stone yet. I imagine there will be in some form of them though.
If "raid" you mean WoW style, then I'd imagine no or at least not the main form of "high end" content. Probably more open world stuff that is accessible to small to very large groups.
With the multiple layers (tiers) I'm assuming the further down a group travels the more challenges and difficulty will be found. On the surface layer as well.
99% of the PVE being instanced is probably out of the picture.
"Dungeons" and similar content are supposed to have some dynamic and procedurally generated elements so a Dragon or set of hard mobs might be in one location one day and once discovered and killed, may be gone forever or appear somewhere else in another form.
No instancing if I recall.. No more dungeon grinds, and no more raid zones.. I can only assume that raid type bosses will be open world public mobs like those in original EQ.. Bring a friend, infact bring 30 of them.. (at I hope).. However, I wonder if this means that EQN is going to follow GW2's soft grouping, or will people be locked out of loot because they were not in the kill group? So many questions, so little answers..
You have just finished a major battle against the Orc Clans and have returned to the town of Qeynos for a much needed break and ale. Just as you are about to enter the pub you notice a large shadow darken the street you are on. In unison 1000 eyes all turn up to catch a glimpse of a dragon passing over. Suddenly the crowds erupt as the call to arms reaches your street. The shouts you hear over and over again are that Nagafen has returned. You tighten you weapons belt. Check your quiver. And start running in the direction of the Qeynos Hills. As the group of people that came with you crest a hill you see the devistation, hundreds lay dead but hundreds more are pushing the fight. You pull an arrow from you quiver and notch it to your bow string. You pull back and sight in on Nagafen's chest. You release your arrow and see it bury itself deep into the dragon.
Welcome to your first Raid. (At least I hope we get events like that).
I was thinking of something fun like that myself, and how it could be implemented.. I like the idea of a regional alert that pop's up in the closest city or village and surrounding zones as well.. The alert could be horn sound every 3 minutes w/ an icon on the UI that keeps you informed.. The only thing I would do differently is not have "named" mobs but keep them in general such as calling it a black dragon.. This way the dragon doesn't have a static spawn point, but random anywhere in the world.. Since dragons love to do their damage from the sky, it would take range dps roles to bring it down so that melee combat is possible..
I would further make it so that this mob, as with any mob, that is close to death may try to escape and run or fly off.. If it succeeds, oh well.. better luck next time.. If you kill the dragon then everyone that contributed in the fight gets a reward of a certain level (gold, silver and bronze).. Personally I would keep rewards to gold, xp, reputation points, and unique materials for crafting..
However whether a game has raids or not is not the question that matters, as raids are simply one of the most successful ways to have engaging end game content. The question is really.. will EQN have engaging end game content.
Now there is a lot of PR crap that devs like to spin about their game not having an end game, they have elder games, and other nonsense, but in fact its all end game, so just avoid that conversation entirely.

SOE already said no "icons/alerts" in the UI for events back in August (and "quests" and Rallying Calls for that matter). You are either close enough to see/hear something or a group is organized after a "scout" found something or you hear about what others did days afterward when traveling and talking to people (although, you might read about it online first).
The third option is the most likely to happen for everything except Rallying Calls (that are supposed to last weeks). If you hate that you missed some Living Story in GW2, EQNext is not the game for you.
Well, not sure if EQN is taking the sandbox approach, but if it is, then all content is character created. If you want to raid, get a bunch of guys together and go raid something. If you mean is it going to be like themepark progression raiding, I hope not. There is plenty of that around, and I would prefer something a little different.

SOE is so focused on EQ Landmark that I dont think they have had the time or desire to give us any information on EQ Next to make any sort of judgement or expectations. Its sad...I really want them to start talking more about EQN and less about EQLandmark. I almost feel Next is on the backburner.

Frankly given that everything we have seen from this MMO so far is very different from atleast any other MMO i've ever played I think we shouldn't judge anything that comes out of the studio till its seen and tested.

They are focusing on EQNLandmark until that game is "released" (probably more like open beta), people already have issues separating the two games, talking about both at the same time is just going to confuse them more. Also, EQNext is not in the backburrner for the devs, everything done for Landmark is going to be used by EQNext. SOE is using Landmark to build EQNext in the end.

Its too early to know anything of that sort.
