AvA is the most fleshed out part of this game so I view it as end game or start of game at level 10. My oppinion, but I think the 1st big content addon to ESO will be the Imperial City in the AvA zone. End game PvE is really just questing in other allaince zones that are upleveled until we get more info on the AZs. There is a tone of questing so it should keep the PvEr busy for a very long time if they are not rushing.
The problem with progression is that it always stops at some point and remains on hold until something new is released. At that point the players has to decide if what is in the game is fun enough to hold them. I don't really enjoy progression, but I am not a power leveler and never will rush to end game, but I am looking foward to Cyrodill being mostly maxed out characters. When flipping objectives is more strategy then hurrying to get exp. RvR games can hold my attention for years.
