Do you think if you make enough threads about this you are going to eventually trick some people into thinking racial bonuses matter for PvP? As has been established every time you try this (and is known by anyone paying the slightest bit of attention) the soft caps render racial bonuses irrelevant in the long run.

Or they allow you to branch out to a 3/4 role build and be just as effective, but it's fairly useless to the classical understanding of min/max.
I don't quite know if I agree with the balance they've struck between the factions as far as the racials go, but by no means should they disable racials in PvP.
I assume you intended for the poll qualifiers to instill a bias in the participants, but you're spot on when you state that racials make you special. Just like your class makes you special. Just like your weapon choice makes you special. Just like... etc., etc.

Why do so many people want to force vanilla ice cream upon the world?
Every racial reflects the lore of the race (sorry Argonians ;( ) and each race can min/max a few builds around their racials. Racials likely help offset weakness more than make you better at one thing anyway due to overcharge.
The biggest worry for ZOS is likely if some racials impact faction balance which is likely the first thing to get nerfed and early. I worry not.

It is elemental effects not total elemental damage. Effects are a proc bonus and therefore a minor boost to actual damage. As far as I am aware.

Tamanous addressed the elemental part already. As for the lifetap, in the context of the amount of hitpoints you have in Cyrodiil, it might as well not be present.

Racial bonuses should be an important part of the decision making of creating a character and should make your character unique. Removing them in Cyrodiil completely defeats the point of having racial bonuses. This is silly.

The poll says everything you need to know. Lack of information on a subject leads to misunderstandings on the way the stats in this game work. This could be solved by more clear explanations either by ZOS or the players themselves. Racials are not going to be an issue in Cyrodiil, and if some of them do end up being an issue, they will be fixed. It's really not a big deal either way.

In the end Add-Ons are going to be a factor in PvP more than racial traits.
Racial traits will be a very minus difference by end game. Pick whatever race you can stare at the longest.

I wish it was closer to DAOC, where you faced different races AND different classes.
With each side having the exact same 4 classes, it already seems dumbed down from DAOC.
