I been playing WoW for years and am used to the way it plays. Is it possible to have my mouse icon be visible in game and use it to click on npc's? I have a razer naga and I wanna bind the few abilities to it. Hope I can. Like I want to have my mouse icon free, for looting and basically doing a lot of things.
And is there an option for tab targeting?

No, because it's not how the game is designed. It was like that at one point, but then everyone complained about it just being a wow clone, and not like Skyrim. So they removed the tab-targeting and mouse targeting, and added in the enhanced 1st person gameplay.
It also opened up better options for the console releases so it was probably a good decision all around.

In terms of the keymappings, you can do them however you want. There is now "auto" function to use the same WoW keys, you will have to do that yourself, but it's possible.
As to the tab targetting, nope, never, and thank God...

You do know it's still a tab-targeting game, right? Don't know why people keep saying it isn't?
You can tab to switch targets, but must be in range. What isn't present is traditional cursor targeting. Instead, it's camera locked, FPS style that allows you to aim your abilities. So no OP, you can't actually. It's part of the core mechanic of how the game works.
Sorry if that's not to your liking, but that's how it is in ESO.
