There are 15 different racial styles for smiths to learn! Racial styles can be learned from special books found through exploring and adventuring.
With the right tempers, tannins, or resins, a smith can improve an item all the way to legendary quality.
Smiths who spend points in their skills will have a better chance to improve gear with these boosters than those who dont.

Other than appearance, racial style has zero impact on performance of the gear.
For some people, appearance matters; but I suspect that most won't really care. They're only going to be interested in the stats.

I think most people DO care about the appearance of their character, why would you think people wouldn't care? lol
I'll argue with the word "most"; I firmly believe, though I have no more proof than you, that given a choice between stats and appearance, players will always choose stats. I'd bet my annual salary on it... of course, I'm retired, so I have no annual salary and that makes it a safe bet...
I believe that simply because appearance is not functionally important... Quite frankly, if my character has to wear a pink tutu to get better stats, I'll wear the tutu... armor is all temporary until I get to the very best, absolutely guaranteed never-to-be-replaced armor set. Until then, appearance just doesn't really matter.
It's a nice-to-have, but not a must have and, frankly, it's not something I'd list as a "shining example of crafting capabilities in ESO". It's eye-candy and nothing more. It is, IMHO, a blunder on ZOS' part to even highlight it as part of crafting. Give me something else to glom onto...

I understand what you're saying, looks adds no functionality and the majority of people will not select a character based on appearance. I do still think everyone wants their character to look as good as possible.

Pfft, I know I care about appearance. I love some of the racial styles, and hate some too. Having all the different racials styles is awesome and gives a unique touch to more than just a standard "steel chest plate".
I will probably be mixing and matching Imperial and Breton style armour between heavy and light pieces. Bretons is definitely my favourite heavy armour. I really dig Redguards light armour though.

Whilst stats are clearly what people will focus on, if you have the choice between a weapon with the same stats that looks awesome and one that looks rubbish you will pick the awesome one. People care how their character looks

Honestly if two items are the same, or even close in stats, I will always pick the nicer one. I like how I look.
I disagee. Regarding drops they really do not care. However if they are at the auction house and the prices a rougly the same they will buy what they like. Clearly they still buy the best. However of those they want the one they like the best.

Most people would always pick the nicer looking character options as long as they don't give up any stats you need/want
