Quest bugged? Restoring the Guardians.

So I'm on the quest Restoring the Guardians and a need to 'Summon and Defeat Blaze'.  He can't be summoned.  Is this quest bugged or on a timer and is there a work-around?

There are like 3 trillion people playing the game right now. Why come here when you just have to /zone and then ask the question? 

Sorry, I don't know that quest. You may be in a different faction, or you may be in a zone I haven't gotten to yet.

I had to log out/in and then was able to click on him. Once you get to Balreth, do it in a group and make sure you kill Balreth near the NPC mage helping you. If you kill him by the lava, you won't be able to bind him to the mountain. Once you've killed him by the NPC Mage, bind him and then, for right now anyway, you apparently have to you use a transit shrine to get out because, the portal doesn't appear.

I'm expecting a hot fix pretty soon. It's a known issue on their forums.
