Combat regen not working issues..?

Well Tuesday i hit veteran rank 1, and in PvE and PvP (Cyrodil) while in combat my regen works nothing like it used to prior to hitting 50, and it all happend the first time the server went down. I am curious if anyone else is having any issues with the combat regen not working as it should.

There is combat regen in this game? Like tick... 10sec waiting time.. tick.. and so forth? Common you cant call that combat regen, it is a torture. You reg nothing without pots or spells that increase it slightly.

Super bad designed atm. Feels not fluid. Just more shackles for the player.

Like Leveling and pvp before i hit 50 went smooth, after killing a player my stamina and magicka would be dang near full about 8 seconds after, now i struggle to survive cause it barely "ticks" at all... I have alot of stamina regen, i used to be able to dang near run constantly without needing to slow down my regen was so good, and now i run out so quickly.. Its making me not want to continue to pvp till its fixed.

 

And to top it off, PvE'ing the V1+ zones is not fun haha, quests give little EXP to how much is required.

 To put this in perspective, an entire Alliance Zone is only going to get you from V1 to V5, second Alliance zone from V5 to V10... so leveling is much slower but the gains for the level for gear are much higher.
