Open the install folder (most often C:Program Files (x86)enimax Online)
Depending on the client that is installed (NA or EU), players should open the folder of the server they wish to play on
For NA server: C:Program Files (x86)enimax OnlineThe Elder Scrolls Onlinegameclient
For EU server: C:Program Files (x86)enimax OnlineThe Elder Scrolls Online EUgameclient
Locate and open the file titled eso.exe
If they choose to, players can now recreate a shortcut from that folder directly

The launcher for some reason tries to reinstall the game.

I think we have a looping problem here...
Actually I have noticed this that for different people size of patch / data to be downloaded for repair differs. It looks a bit like if they were publishing incomplete patch manifest so launcher receives incorrect information about patch availability (like incomplete or incorrect). Someone would have to check this out after some maintanance is over officially (then repair button should not be present).
