Crazy slow download of patch

So I bought the game on disc, I have no chance of a DL due to living in a rural area and poor internet speed.  Having installed the game I am now waiting on the patch but the speed I am getting is insanely low.

 

Currently downloading at 85kb/s.  Current speed check gives me .86Mbps (which is about average here).  So the patch is downloading 10 times slower than my internet connection?

 

I have never experienced this and I have played and patched a large number of games.  Sure, its slow...but usually I give it a couple of hours for a major patch and I'm golden.  This patch has been running for 7 hours and I'm still at only 68% download complete (I assume of game in total and not just patch as it reached 60% within half an hour and has taken 6.5 hours to go from 61% to 68%)

 

What gives?

 

Is this an error I need to report or do Zenimax just have servers that aren't coping well with demand?

 

 

 

Edit: Seriously its like that clip in the Simpsons where Comic Book Guy is trying to download a picture of 7 of 9 and just gives up.  Its dial up.  *The horror*
