I'm trying to work out the best way to set this up.
I play in 3rd person and use the arrow keys to move with my right hand and the mouse for actions with my left, which is fine, I am however having trouble working out where to place my keys for the skill hotbar so that I can play and use these skills seamlessly.
With the 1 hand on the mouse and 1 on the arrow keys I find myself having to stop for a second while I press the skill key.
I can't use the "WSAD" as I have restrictive movement in my left hand. Does anyone have a system that works, It's ok for low level pve but can imagine higher levels and PVP will be a problem.

I use the Naga Hex. I like the configuration of the buttons better and the 6 button side panel is perfect for this game. 5 abilities plus the ultimate.
I'm having the same problem, not just in ESO, but also in Wildstar and it looks like the only solution is going to be a gaming mouse.
You need three hands. You need one to strafe and move backward and forward, you need one to operate the mouse and then you need another to cast spells. One of your hands is going to have to do double duty and the mouse hand is the obvious choice.
I've always used a Logitech macro keyboard in other MMOs and used the mouse to move by holding down the two buttons and the macro keys to cast spells. I could also use 'click to move' if I needed to, which is absent in ESO. If I needed to strafe I'd quickly use my mouse hand to access the keyboard. Other MMOs don't require as much movement, so this is all new to me.
I've had gaming mice in the past, but never really took to them. I guess I'll have to learn now as both ESO and Wildstar require so much movement. At least in Wildstar you can click to move. I've also found that in ESO and Wildstar, if you DON'T move and get hit by a mobs main attack wearing cloth, you'll almost be dead or will be completely dead real quick.
Right now I'm using the 'take my hand off the mouse and cross my arms and cast a spell and then grab the mouse again' method which isn't really working out all that well.

Razer Naga, for me is the best way to accomplish this. I went to this about 2 years ago and never looked back. The newer Naga is supposed to be even better with the buttons. They are a little bigger and protrude out more for those that have problems locating or feeling the buttons. Also they now make left handed versions. Some people prefer the Razor Hex as it has six side buttons, rather then 12. I prefer the 12 since other mmos have more skill slots.
Without having to spend more money though I think your best option is to put your movement on the numpad and put your skills around those, lots of access to more buttons on the pad. Can even get your little finger and thumb involved.
Or just reverse the WASD thing.. put the movement on IJKL or something and work around that.
If you're using your left hand, isn't it possible to map out WASD to somwthing like IJKL or any other key config, so that you still have enough room for hotkeys?
Maybe it doesn't work since i'm right handed. :P Sorry OP.

Using my old Naga currently. Deciding on the new one or to use the G600. Either way they work great mapping the 5 button + weapon switch to 2 lines of buttons with the Ultimate right above. I prefer to still use 1-3 on KB and the default action buttons are prefectly fine with me. I remap things like mount (G), auto-run (T) and some UI screens to more convenient locations. Inventory and map to 2 and 3 for example.
