where are the players and why do i have to start over?

in Diablo 3

Either I am a noob or it seems to be that you have to play thru all 4 acts before getting to the expansion stuff.  I've looked everywhere but i just can't pick whatever act I want after having completed all difficulties on the original game.  I buy the expac and now I have to play thru all 4 acts instead of being able to jump right in to act 5? Why did they do this?

And further more...where is the multiplayer action?  I went thru all of act 1 over a couple days and only once did i have one or more other players with me.  It seems very solo now...

    At character select screen go to game settings and you can change it to start on act five.

    Did you open your game to public? Did you try to join a public game?
