need solid answer on bow ability "long shots"

in Elder Scrolls Online

Will it affect class abilities such as crystal shards when at max range?

 

googled the crap out of this and no one who 'knows'.

    All passives only affect their respective skill tree afaik.

    Not true. Some dual wield skills are for all. You can see if it says "for xx abilities" or not
