What is the best PBAE Heavy Armor class?

in Elder Scrolls Online

I want to be able to jump into the middle of a bunch of NPC's that are higher level than me and kill them quick.  Is Templar or Dragon knight better?  Is there a better class then either for this?

    I missed one huge point on that video: Damage over time AOE's to get your (AOE) ultimate quicker.  So it would have to be a class that has an AOE early in the game that builds ultimate really fast.  The damage over time AOE'S of a DK are later down the road.

    Or DK With destruction staff, the last skill morphed into Pulsar is really popular these days.
