veteran zone

in Elder Scrolls Online
ok so ive reached veteran lvl1 and i think ive completed the main storyline as i dont have anymore quests in my journal and no quests in harborage. Last one i did was i became part of the 5 or something but they had no quest for me. so how do i get to the veteran zones it didnt tell me how.

    I have not recieved said quest, noone at harborage has a quest for me. No clue why, last think i did was talk to the 4 members in there and was initiated into some group and then nothing, no other quest was given to me. Usually u get another quest and the prophet opens up a portal but that none of that happened.

    no actually i havnt done many quests over there.
