Is the RUS version region restricted ergo can not be played in the EU?

Would it be possible to buy AA as the current RUS version and play it in the EU?

Surely people would say yes this will work with a VPN - but I furthermore want to know if the RUS and the EU / NA clients share the same servers / have region locks or not.

Such as it was possible with ESO recently to buy it in the US cheaper and play it in the EU on the "EU server" regardless.
