Faction (im)balance?

Does anybody know how faction balance will be kept? After some research, it seems this was a problem in the Korean version, aswell as the russian one.

Also, i see people reporting being a pirate is not worthy it because of too many disadvantages, so players will probably stick to the factions, expect maybe some real hardcore gamers who want to be criminals.

    Exactly as it should be.  A handful of legendary sharks occasionally feasting on some minnows.

    Not that i have an issue. Just that the pirate faction probably won't be a counter balance to the main 2 because of how hard it is. It's not a FFA game where you can abandon your continent without being a criminal and getting on the downsides of it? So how will faction be balanced?

    Like i said, from what i know, players can't seperate from their faction without becoming pirates and that carries to many penalties. So, if guilds stick to their faction, how will they be balanced to not allow one of them to outnumber the other 5 to 1?
