Like most crowdfunding projects, tiered pledge items are only obtainable during the pledge period. If you see an item you desperately need, it's a better option to pledge and guarantee it, rather than hope it's around post campaign!
As Knighthawk rightly puts it, it would be best if you pledged for the items sooner rather than later.
Most of the physical items are all made custom-order for each customer, which is why - when you pledge for them - you won't be asked about shirt-size, phone type, and so on. From this, we can be rather sure that items such as those are going to be "one-time deals", because any follow-up deals might be too expensive to carry out, if Human Equation aren't able to order them in bulk.
However; the delivery date for all of those items are set to be sometime around September this year, so it is possible that they might be available for a limited time after the pledge-period is over. However, that is purely a guess, and I'd urge you to follow Knighthawks advice, and try to prioritize the items you want most, in case the issue is finances.
On a side-note, I think we can safely assume that Human Equations will announce it when the end of specific pledges start to come in sight, but again, "better safe than sorry", if possible.
Smaller physical items, or items that are largely generic - not requiring any specific information from the customer - such as Nail-polish, ID-cards and Iron-on patches, might be available for a longer period, but that is mostly speculation on my part.

The 'In-Game Uniforms' add-on would also fit that list - although I'm not sure the ID card would, as it (like the multipass) does specify "personalized". I suppose it depends on the construction and just how easily more can be produced (laminates could be churned out at a moment's notice while PVC cards would likely have to be outsourced, unless someone's got a spare printer in the closet).
On a tangentially-related note, am I the only one who finds the pledge title "In-Game Uniforms" a little confusing - since it's actually an entirely (well, mostly) separate Game that they're In? Even the main text of the details popup fails to clarify it - it's only in the little bubble that TSW is mentioned. While a lot of us are obviously TSW players (or at least aware of the close relationship), it's not apparent on first glance that reward actually applies to an entirely separate game. I can also see this leading to a mistaken idea that TBW has some sort of in-game avatars that can be dressed up.
