Unreal engine is simply amazing,the problem is that it is not all about the engine but the effort put into the game design.So many people complain about the Unreal engines not being stable enough for multi player but truth is it takes skill to pull it off not just a simple loading of assets and call it a day.What sets it apart is that you can download the UDK and start fiddling around for free,it only costs you money if you try to market your product.

That's a valid point. We intend to make the game as simple as possible; no ai, npcs, quests, limited assets etc, so that it would be achievable by a small team. We hope to use the prototype and concept of the game as a means of attracting programmers.
The problem is you have it backwards a bit. Adding NPCs, scripts to control those NPCs, Quests etc.. are all fairly easy to do. the really difficult part is the overall engine and architecture. Once you have the engine and architecture, adding the NPCs and quests is a breeze.
