So if I were to subscribe and create a small farm, what would happen to said farm if I were to let my subscription expire? Would my farm go into disrepair, foreclosure or would I still own it pay taxes and just not be able to harvest anything on it?

as far as I know, you can't pay taxes if you're not subed and thus you can't own land. I think your land is removed but I'm not sure if you can put it all down again when you sub again without starting over.

If you dont pay the taxes farm will be destroyed and back to your inventory. But while the farm is still there you can do everthing even the sub runs out. I belieave the farm is destroy after 1 week of no payment.
When you sub again, then just place the farm again somewhere in the world.

It all works off tax system.
You make a farm and protect it with a scare crow.
after the first week you are considered late and there is a tax penalty to be paid during the next week in addition to regular tax. If you do not pay by end of week 2 all that is owed, your farm becomes open to everyone and your scare crow goes into your player inventory.
Same applies for housing. Your house blue print gets put back in inventory but your house space becomes free for players to take over and remove and put up something there in it's place. So all your supplies used to build the house basically go free to loot for other players or something.
If your boat gets wrecked you can pay a large amount of gold to get it back.
Can you pay for some weeks in advance, like Lotro? Otherwise it would be a bit annoying when you couldn't log in for a few weeks due to work or holidays.

You can pay for up to two weeks in advance; no more then that.

Imo its even more annoying have alot of scarecrows around with no use and some players need the space.
