Reading between the lines, it sounds like these workers were hired for ESO. The article states they were hired over the last two months, which corresponds to the launch of ESO on April 4th.
It is pretty hard to escape the conclusion that ESO did not have the sales necessary to pay their wages.

This wasn't bethesda, they're in Bethesda, MD. This was a ZOS office in the EU, it's like citing Dice employees being still there.. in defense because bioware employees were let go.

Let's assume that this is ESO. I don't think this is entirely unexpected. SWTOR had the same type of thing going on and the same doom and gloom when they started axing jobs just a few months after release.
It was said that 200 of these people were on 2-6 week contracts. Is this 200 of the 300 or is that 200 on top of the 300? Anyway, the remainder were on 6-month contracts. Don't get me wrong, it sucks that they cut these jobs, but my take is that they knew they were going to be swamped after launch, beefed up their support staff and then cut it down as soon as they were no longer needed. The fact they did it abruptly sucks, but isn't uncommon at all for tech companies. At least they haven't let go of any full-time staff at the moment.
I'd much rather have them hire people locally then outsourcing. I mean at least the money is going into the local economies and not overseas. In most cases (SWTOR included) they will usually launch with an outsourced support staff simply because they are cheaper and they can axe them whenever they want. Plus, since it's not local jobs being lost, it's not headline news. Sorry, but if you take a 6-week contract, do you think that you're going to be set for life?

On the other hand if EU players were not treated as second class citizens... No EU server (let's be honest about it), bugs, lag (also let's be honest about it - distance does matter). Even badly organised aminatnances in April (when the most players were checking out TESO).

I think people are pointing out that the contracts were cut short (e.g. contracted for 6 months and told en mass to hit the bricks after 3), which is a major point of the article. Maybe this was planned, maybe not.
Also, the article says ZOS cut CS staff from 400 to 100. I hope next major update isn't as buggy as Crag was, or good luck getting timely CS responses.
As an aside, this is fairly dickish behaviour as well:
