Yes it is per account and you must chose a character so it is per character as well.

Then remove the dashes from the code and try again. That worked for me.

I feel trolled i got the code registered even says so on my account transactions but i havnt recieved anythin inmail or on character or in the store what gives.

when you add the code, down some more got to pick what chr. to send it too, like me I had a few of them, the code only work 1 per account and only 1 chr.
