OK .I felt I had to post a bit about this .basicly you can't just enable this in dev .here is how I done it and it worked(not rooted)
1 reset your phone .
2 when you go back do not put your account etc
3 when in enable airplane mode then go press 7 time on the build number in setting (dev is now enabled)
4 go in dev and change from delvak to art and restart .it will recompile (it will say optimizing 100 or so thing)
5 now that you are proper you can enable account airplane and update like usual.make sure google play services get updated .also sync should ask for your passphrase.restart a last time and your all set .everything should be working properly with compiler set to art
