When i try to block I have to block way before the attack actually on screen hits me, why is that? Is it because it is basically tab target, and you have to block when the attack goes off, not when the game plays the animation? Like if i block right before it hits me, i get hit.
I thought it might of been fps, since i was getting around 30 with everything max, but i lowered it down and got 60fps, and it was the same thing, have to block way before the hit actually hits me.

No, you might have a latency issue. You can dodge and block attacks at the last moment. You can also shield someone by standing in front of them.
edit - That being said, nothing works 100% of the time.
Well it cant be lag, because it isnt ms i am talking about, its atleast a second i have to block before they attack or it hits me.
Dodge def doesnt work if the game tells that something hit u, you could run all over and it will follow you. I dont see how it can be lag, i dont even lag in BF4 enough to notice. My ping is prolly between 60-150, theres no way that would be something i could notice in block times. You would be talking like lag in the 1000ms, and i dont get anywhere near that. Not to mention if it was lag, i would notice it when i try to hit things.
Its got to be the tab target set up, where attacks already hit before the animation actually plays. Most people dont block anyways that i see, so prolly no one notices it.
Its when the person arm reaches half way through the swing, if i dont block then, it wont block at all, if i block then and let go it blocks.
If its my ping as every one here seems to be convienced of, how come it is only for blocking and dodging that there is a delay. When i hit it doesnt take a second for the health to go down ect, it doesnt take a second for me to interact with the npcs.
Not to mention this is the only game with a block that has done this to me. Tera i dont have to block half way through the persons swing, same with mortal online.
There i just looked at it though the resource monitor my ping is 90.
You are going to notice lag when you block too late, its harder to notice you are slower hitting. If we are talking PvP and the opponent is rolling out of the way you might notice it, otherwise you won't, you still hit.
Interacting with PC's is not resource heavy, combat is. Often players do not notice lag, it is relative to each player after all.
