XBone could already run Windows 8 and there are other examples of devices running Windows (Windows Phone; Surface Tablet) that haven't helped their success at all. I don't think Windows 10 on XBone means anything at all atm and might not in the future either.
XBOne is really not performing as well as they hoped especially overseas and there's been recent discussion of MS doing away with their Xbox division altogether since the new guy replaced Ballmer.
I own neither next-gen system and both a 360 and a PS3 all evidence that I'm not anti-console or MS/Xbox by any means. I'll probably pick up a PS4 later this year though due to my general preference of Sony exclusives from PS2/3 era and so I can play PT.

I don't think they're going to allow PC programs on XBox One even if they might allow some version of Windows 10. Their monopoly on what programs XBox One will run and the bribes game makers have to pay them in order to do business on their console are far too good source of income for that.
Personally I'm more afraid Microsoft might be moving to another direction, and releasing some kind of free version of Windows 10 that will only run their approved programs. They can't totally stop Win 10 running 3rd party programs because their business users would throw a fit, but they could make it a feature available only for more expensive enterprise editions.
Dont hold your horses on that.
Tablets and PCs both already "run" win8 yet tablets cant run desktop apps because tablets lack generic PC hardware.
Xbox one doesnt have generic PC hardware, thus no, you wont be playing WoW with it.

By such logic you would be able to run WOW on a Windows 10 phone then. Each version of 10 will be adapted to each device not a universal solution.

Back in July there was a Wow image leaked with the Xbox live stamp on it, today's news simply aligns the stars even more and when you consider generic pc software, you must also consider the Xbox one and the software belong to the same company.

If WoW does run on the XB1, it will not be a generic install of WoW, running like it runs on the desktop. It seems very possible that Blizzard could release a version of WoW for the XB1, just like they've released a version of Diablo for the XB360 and XB1 though.
Why do I think this is true?
The XB1 has hardware inferior to gaming PCs. To get the performance they are currently getting they are using tools specifically designed to optimize the games to run on the XB1. Further optimizations are going to be necessary to improve that performance. That optimization isn't going to become easier just because the XB1 is running Windows 10, whether Win10 is running in the background or not.
Microsoft has a division of their company devoted to gaming and the XBox franchise in particular. They aren't going to dump that just to turn the XB1 into a generic, low quality PC. They are going to keep a lock on the brand and lock developers into producing products for that brand, in a closed ecosystem that they control.
They already have a lock on the PC market. There is no point in abandoning their gaming market by turning the device that gives them that closed ecosystem into a generic, low quality PC.

I think reversed. Windows 10 interface with XB1 regular os running underneath. They might want to unify their OS by doing an Origami type solution.

Which Windows 10 Interface? The one with the Start Bar or the one they are going to put on Tablet PCs? XB1s aren't going to be running with a mouse by default, and they aren't going to be running as touchscreens either. Many of them won't have Kinects, so even a simulated touch screen is out. Whatever interface they have will be optimized to work with the XB1 controller, not a mouse or as a touchscreen. This interface is probably provided by the XBox OS, one of the three operating systems running on the XB1. There is another OS, a Windows Kernel based OS and a final OS that supervises the other two operating systems.
The article directly states that Win10 will be on the XB1. This could be false. But replacing the Windows Kernel based operating system with Win10 would be a convenient way to add new OS features for running games and playing media. It would also be a way to show off how dynamic their new OS is. It runs Tablets, PCs, and embedded, purpose built systems like the XB1. And so on. Microsoft has been talking about unifying their OS portfolio for a long time now. Maybe Win10 is where they do it. Writing games for Windows Phones, Tablets and the XB1 might not be impossible.

Microsoft decided that they prefer nonary to decimal, binary, hexadecimal, and octal. So of course 10 is what comes after 8. At least until some marketing person decides otherwise, as could happen any minute.
