very interesting update. Definitelly keeping my eyes on it. This alone wont make me resub but IMO they are going in the right direction. Looking forward to more reasons to resub.
I think they should add 2 exclusive justice system skill trees, one for Enforcers and one for Outlaws and they can only be used while on duty in their respective job.
Also, making city guards almost unkillable (but still killable) could turn into a very interesting open world raid exclusive to the Outlaws with a bit of PvP thrown in if the Enforcers join to help the guards. So if you are an Outlaw you are basically the attacker in the city and if you choose to be Enforcer then you defend the city along with npc guards. ZoS, make this happen!

There is no way anyone could know.
Because of the megaserver you always see people around.
So, if your concern is having people around then "rejoice" because there are people around. If your desire is to have the game reach "x" amount of people then no one will know unless zenimax announces it.
Like Skyrim? Need more content? Try my Skyrim mod "Godfred's Tomb."
I hope they implement jails and make it to where it's not too easy to sneak out of. This does sound kinda fun, but to me it wouldn't be fun for more than a week if there's no really cool rewards, and it doesn't have to be gear.

It's kind of nice not having to worry about population. You're right, it always looks busy.
It's obviously doing well though or we wouldn't be seeing so much investment in the game. The twitch streams they've added are decent too.
Seems like a good step in the right direction. Just need to find a way to avoid much of the questing in an effort to advance now. I can't stand questing. Maybe put in some feats to kill a certain number of different types of mobs throughout the world. Dunno, maybe I'm just not able to play in a completely safe open world without falling asleep.
Man this sounds awesome, I so want to come back to ESO But between FFARR14 now and Dreanor 1 month out i just dont have time for this. Despite all the negativity on these forums im loving all the quality MMO's out ATM with the exception of the turd Bomb known as archeage, stay far far away from that piece of trash.
We'll see how the execution goes, but massive props for trying to implement the idea. Undoubtedly it will take some time to balance.
Yeah, sounds great on paper but in-game I've got a feeling it will be a different experience and nothing more than an excuse for open world pvp.
Probably the one thing that would make me want to play on an RP server...if only ESO didn't have the megaserver structure.
Way to not read the article... You need to chose to participate in order for this to take effect. If you aren't wearing an Enforcer tabard, Outlaws can't attack you. If you haven't committed a crime, Enforcers can't attack you. This is PVP in the open world yes, but open PVP it is not.
And if you have some problem with the fact that you can't take part without being involved in PVP, that's really too bad. This is a system clearly designed to encourage interactions between players, and one of the most existing player-interactions is and always has been PVP. The system holds a real potential to breathe life into the world, and make it feel more alive.

Aloha Mr Hand !
When I said i had "time", i meant virtual time, i got no RL "time" for you.
Time to resub!!!
I admit.. i played about 3 betas then quit the game after the initial 30 days that came with my digital purchase.
the reason i quit was because i couldnt let go of my skyrim experience and the more I played ESO the more i just wanted to use dragonrend.
but this..this may make me reconsider what the greybeards have shown me. time to pull that arrow out of my knee eh? eh?? amiright or amiright?
