Given a fairly big update is due this year with a brand new race and starting area, there's obviously still investment going in. Not as much as we'd all like for sure, but until updates dry up I'm staying optimistic.

Ya, I had that same thought 5 years ago and here we are still asking the same question. For a game that was released in 2007 one would of thought that we would of gotten there by now.
It seemed like for a long time they were taking their sweet time with it. I mean, they did the Mirkwood expansion which in no way advanced us toward Mordor, then we were in Enedwaith for over a year, then Dunland for what seemed like forever. Both of those places seemed extremely overplayed compared to their role in the books. Then Eastemnet was one year, Westemnet another...
But since they got the new(old) producer back early this year, they've been moving along pretty quickly, a bite sized chunk at a time. Fangorn(though I wasn't a fan), Path's of the Dead, the Marshes... Beornings and Central Gondor should be coming in a couple weeks.
I have to say though, that it's not exactly encouraging to me. I hate to be a pessimist, but I gotta wonder if the rush to get to Mordor is being brought on by WB's desire to pare down the crew and go into maintenance mode ASAP. They've said they'll continue to make content after Mordor, but ya never know with Warner Bros. writing the checks.

I don't know where you got the info that WB ever wanted LotRO in maintenance mode. I have family at both WB and Turbine and that was never the case. A friend of the family is even VP of Product Design for Turbine and was responsible for the F2P switch for both DDO and LotRO. There's been 0 discussion of putting LotRO in maintenance mode at any point in time. That doesn't mean they haven't made their fair share of mistakes, couldn't have moved the story along quicker, or whatever other criticism you want to throw out there.
WB is also responsible for Shadows of Mordor, the Batman Arkham series, Lego Marvel/DC, Mortal Kombat, Injustice, and the Witcher 2 and those are just some of the better titles they've published. They're not exactly anti-video game or quality so I don't understand why you would think that's the case.

Restructuring...
A great way of making it sound ok to sack people.

Steam: Neph
I have a lifetime sub to LOTRO, so for that reason alone, I'd rather not see the game shut down.
But damn I'd so like to see a LOTR mmo with updated graphics and mechanics on par with Shadow of Mordor. That would be freakin' awesome!
