This guy has explained the concept very well. Building by experience points or action points or ability points as named in different games are all minor fluctuations on the same theme of character building which is the fundamental of rpgs.
Without character building, an rpg is no longer an rpg, its a platformer like tomb raider or a fps like halo.
Roleplaying doesn't mean character building, it's assuming the role of the character you're playing.
Tomb Raider isn't an RPG HOWEVER, you are building your character in Tomb Raider (at least in the latest one). You level skills and upgrades which are building your character to be more proficient. Even in today's FPS there is character building. Ever played Heroes a& Generals on Steam? Yeah you build your character to be more proficient. But we know those games are not RPGs.
RPGs have both character building and assuming the role of a character. But really the difference between Tomb Raider and WoW is only the MMO (Massive Multiplayer Online). But when you look outside the MMO aspect there really isn't much of a difference at all. In both you assume the role of a character, you progress and level up the character, you acquire new gear, and there's a story for both. So to me I don't see why Tomb Raider or Farcry 4 would not be considered a RPG just as much as WoW when considering they offer just as much if not more than WoW in terms of RP.
