VR/Champion system points question

Hi, have come back to the game after finding out the VR system is to be removed, have one quick question though if anyone knows please - I know the skill points obtained from each VR will be retained after the Champion system comes in - does this apply to the point you gain to put into health/magicka/stamina too?
If so have they said whether low VR rank players will be able to obtain these points through the Champion system, or will we always be weaker than those people who put the hours in to gain VR ranks? Thanks in advance..
