Question about Capes

in City of Heroes
I just started the trial of City of Heroes and can't seem to find capes.  Do you have do certain things first or did I miss them somewhere?  Any help would be appeciated.  Thanks in advance.

    You can only get a cape after getting to level 20 and completing a mission for the City Representative in Atlas Park.

    Thank you.  At least now I know what to do to get a cape now.

    If you have the DVD collector edition I think you can get it at lvl 1 unless they took that out in a recent patch.

    DVD version still has to reach level 20 to get cape, it just unlocks the winds cape..it has a pointed bottom part like ////

    There is also an "insect" cape that anyone can get.

    Capes hun???

    I guess if you want to get a cape great but before you do you may want to watch the Incredibles and thier take on Capes. That is one funny bit.

    But the capes are good but I find a tad limited.
