Blizzard has said it is not working on mmorpg for now. Too Bad I had one wish it would be an mmorpg based on StarCraft complete with three factions. Now that would be intriguing where you could ally with other factions.
Actually, one can argue, very much, as to whether or not WoW is in decline. I find it difficult to understand why you would include that statement in an article after their most recent expansion brought in over 3 million subscriptions, putting them back at the 10 million mark.
And before I am labeled a fanboi, I do not have an active sub to the game. I am just saying that the numbers clearly state a case that is contrary to your statement.
If challenging PvE simply means more hitpoints for the Es, then I say no. The challenge has been taken out of a lot of PvE because devs don't do challenge correctly. STO proved that with DR. I want a challenging game experience, not simply challenging fights where it takes me 10 minutes of mashing keys to get some giant monsters health bar to slowly tick away.
But the opposite is worse for me. The super fast killing of mobs is that feels like it is playing into the hands of the impatient ADHD people. IMO, combat should play out like a well thought out battle rather than who has the quicker reflexes. The mind over body thing.

Can't say much about the content but the control and interaction is just terrible, so I doubt it would be a hit without a major recode
