Vsync fps 60 to 58

So I've always played my games with forces vsync from the control panel, it left my games at 60 frames as it should with my monitor set to 60hz.  The other day, it just started syncing games to 58 fps instead, doesn't hit 60 anymore.  I didn't touch any settings, in my monitor properties the hertz setting still lists as 60, same with nvidia control panel its still 1080p 1920x1080 60 hertz like it always was. I'm unsure as to what started this, obviously its not a large issue but it's just one of those things that bothers me because I'm unsure why its happening. 

Specs:

AMD FX 8350 4.0 ghz

Evga 660 ti 2gb

16gb g skill ripjaws (8x2)

Corsair 650w PSU

ASROCK fatal1ty AMD 990FX AM3+ 

Asus VG248QE black 24" 144Hz 1ms

    Do you have any drivers set to automatically update?

    Is your monitor still set to a 60Hz refresh rate?

    Is it really a problem if you are at 58fps instead of 60?

    1. No, but i did recently update my video driver.

    3. Like I said, not a real big deal at all but it was bothering me that I am unaware of the cause so I figure I'd make a thread anyway, can't do any harm.

    How do you know that you're getting 58 Hz frame rates?  What measurement is giving you that?  And is it across a bunch of different games?

    I once measured my own monitor's refresh rate as being about 60.02 Hz, even as Windows called it 60.  So the promised 60 Hz isn't exact, though 58 seems quite a ways off.

    Edit:  Actually, if you've got a 144 Hz monitor, what does it do if you set it to other refresh rates?  And why would you pay extra for a 144 Hz monitor and then set it to 60 Hz?

    My 60Hz monitor often syncs to 59Hz. Looks fine to me, I'm not getting half frame rate or anything if it were not actually V-Syncing.

    I think it's just one of those universal mysteries.

    League of legends, FFXIV, and counter strike are all telling me 58 fps with their in game trackers.  These same trackers used to say 60.  As previously stated, I haven't messed with any settings. 

    I still need a display port cable or anything but my current HDMI to make use of the 144 hz, it's not an option with my current cable.  I've only had the monitor for a month or so and didn't plan on buying it (was a gift), I wasn't actually aware that this cable couldn't  support that as the whole monitor field is news to me (used the same older monitor for many years).
