Create a totally independent system for PvP, from PvE."

For one, it was confirmed that Imperator will have a gladiatorial PvP element, and even an end game. Mark Jacobs stated clearly that this will be as separate as possible from the PvE portion, with different skill and level schemes, an approach that provides the added benefit of making both parts easier to balance."
However, galditorial combat will be only one of the multiple end-games, others discussed include Politics - getting yourself onto the Senate and helping shape Republic policy!

Seriously, and back on topic, Imperator is not the "next step" for DAoC players. This is primarily a PvE game, and while PvP is planned to be in, it will be only one of several "end-games". If you want a fully PvP scifi game then Imperator is not it.
Class balance is already being worked on, as are ingame skills so at this late stage (from a development POV) there is not going to be wide-scale PvP introduced. No matter how much you complain about DAoC being the game that started them off, and how ignoring PvP will be their downfall.
If you want RvR you have Dark Age. You'll have Warhammer as well. Imperator is for the players who want a solid story-driven MMO.

No, it's a fan run site but Mark Jacobs has been posting over there (see their General Forum sticky). And it wasn't a wind-up, though I did mispell the URL when I posted it earlier - fixed now.
