Hello, im just getting back into the game and wondering about the how veteran levels work now. Is the only real option to quest in other factions zones ?
I made it till vr5 but then I quit a couple months in because I was very disappointed how the leveling system was set up and hoping there are now more options than cadwell’s quest line. Can I pvp vr without it taking ten times longer now ?

Veteran Levels are now being replaced with the Champion System in 1.6

The Champion system is being added in 1.6. The veteran system is not being removed until after the June console release at the earliest...if it ever is.

And thats a big mistake on their part (that is if they dont remove them by console launch), because if they dont and do it afterwards they will have many more pi**ed people about them being removed, or worse, they decide to keep them.
If they decide to keep em its clear sign they dont really care that much about how long you play and retention, just large churn and early spending (box+some cash shop) and DLCs which are, by some coincidence (or not) - level neutral heh

The impact of removing it after console launch - no one will disagree; could be ugly.
Don't care - wouldn't say that. Pretty clear from what was said last December that they recognise that launching with CS and Justice would have been best. The launch date has been set however; ready or not. So CS will be incomplete and Justice phase 1 only.
And that leaves all sorts of questions: will they ever remove VR - as you say people may not be happy with that; will they want to spend time on removing VR or on creating paid for DLC. And if DLC - as you say - how will they scale when they have both VR and CS.
We don't know why it is launching before these changes are in but the obvious reason would be a financial. This is not a console conversion; TESO was intended - and budgeted - to release on console. And come June it will be over a year late.
