I played beta of ESO and it felt very lacking. Tera I never chased. Neverwinter I dipped a foot into and it was fun. Have to be willing to spend a little to get into it but it's fun and has addicting pvp and combat.
Played all three and enjoyed Neverwinter the most. Mainly because of the player added content. Not into competitive play but Neverwinter had very fluid combat.

I cant put my finger on it but I found TERA extremely boring.
Neverwinter plays pretty well but the cash shop gets on my nerves so I stopped playing it awhile ago. This was before they reigned in the custom content exploits for easy rewards. On top of that 99.9% of them were really bad anyway.
ESO fits my playstyle really well. It really fits my exploration needs and the pace of the game feels nice to me. I also think the art and world design is right at the top with vanilla WoW.
ESO was fun combat. I didn't play since the F2P conversion but played just before it. I liked the world but the classes felt lacking. I didn't feel like I was doing anything important. The couple of times I tried to group I couldn't actually get the group together. The world itself is nicely done and big. Lots to see and explore.
Tera was ok. I liked the combat in Tera. I played a Lancer (or whatever it's called). I thought it was cutesie but I can't remember lasting more than a month in that game. Let alone played it since it went F2P.
Neverwinter. I was suckered in with promises. And it was fun. Then I realized that nothing but AD's mattered. Then the "Cat-astrophe" where dupers were allowed to run rampant. Then inflation. Now, a bunch have left bu the game has had quite a few of those. You can earn AD's in game now fairly decently (someone wrote a guide on here I believe). The world felt more on rails though some areas were massive.
Of the 3.... I HATE PWE.. but I'd go with Neverwinter, ESO, Tera in that order.
I enjoyed Neverwinter's combat the best of the three although ESO wasn't too bad. TERA has a super annoying self rooting odd combat. Not to mention TERA is probably the most brainless linear quest hub themepark out there. ESO is also boring, hopefully you find alternate ways to level other than running errands for NPCs (ie required quests).

They are all great games. I think ESO is the most polished and deepest of the three. The combat is also good in all three, the combat styles are quite different so it is hard to say which is best: ESO lets you customize quite a bit if you take the time to unlock lots of skills, Neverwinter has very snappy fast paced combat but not a lot of diversity within each class, Tera has lots of skills but very strict nearly uncustomizable classes.
ESO and Tera have the better graphics (by a long margin, especially for the player character).
So for combat, each game is good in its own way. The trouble is "competitive play". If you want that you have to go to GW2. None of these games (ESO, Tera, NWO) has competitive pvp. However, out of the three ESO has a really fun realm vs realm style pvp world- it is really awesome (but I wouldn't call it "competitive"), Tera has good open world pvp (ganking etc) and ok battlegrounds, NWO has the potential for amazing pvp but basically stuffs it up. Has a couple of mediocre battlegrounds, lots of bots, terrible gear-grind/p2w. I still find it fun, but it is very frustrating and not "competitive".

ESO - I see it on sale heaps all the time for like $20 find a copy it's not gonna break the bank

All 3 games have their good and bad points, but at the end of the day it really depends which game is going to fill your needs.
