I've seen on the forums here that you can upgrade your PC version to the consoles or something, where/how can I do this? Or do I have to buy the game again?

It's too late.
I started all over and re-purchased ESO on my XB1 at the retail rate. The email was sent out around April 9th and it was only for 30 day period conveniently (By conveniently, I mean convenient for the Zenimax not for the customer). However, I learned my lesson... always read your email.
