Group friendly?

I remember when this game first launched one of the problems most of my friends talked about was how the game wasn't very group friendly.

I've been reading a lot on how the game has improved, but nothing really regarding this.

I would like to be able to play through the game with friends.

    Idk about questing, but in Cyrodiil and after yes.

    They fixed some issues for low lvl grouping but its more focust on soloing  then grouping till later game whit the exception of its dugeon. . cyrodill (pvp) and craglorn(pve) are the big group zones.
