I have a few thousand points in the cartel shop from a previous subscription periode..
now i want to play a 1-60 story including the dungeons with a new character and maybe stay for the the expansion.
where would you spend your cartell points, to get as good an experience as possible, witouth having a sub
Best MMO experiences : EQ(PvE), DAoC(PvP), WoW(total package) LOTRO (worldfeel) GW2 (Artstyle and animations and worlddesign) SWTOR (Story immersion) TSW (story) ESO (character advancement)

Hide Helmet slot for entire account is a must. Unify color as well. I don't think these two should be free 2 play restrictions at all.
Inventory module would also be a thing! (more storage)

Inventory modules and cargo bays as well, and extra character slots* (preferred accounts have 6 active slots by default, + whatever you unlocked through the CM).
Also the crewskill unlock if you plan on doing some crafting (so you have 3 skills instead of only 2).
* Then again if you only intend to play one character, you can skip those slots.

Unless you just want one for the cosmetic look, don't buy a mount from the store.
I recently returned, and I bought one and unlocked for my Legacy because they're adaptive(they go the speed you're trained for). I found out too late that all mounts are now like this, even the cheap 5k vendor mounts. Ah well... that's what I get for not paying attention.
Depends on "good experience" and your longer goals with that character. If you just want to go through the class story, and playing / exploring a new class (style, mechanics, etc), don't waste your CCs, just ignore the restrictions and focus onto the story.
And if you plan to keep that character for longer, I'd say again to not waste the CCs
since if that's the case, you need a sub. Hiding the fugly helmets, or increasing the cargo / inv, or buying the 3rd crew skill, or unlocking the epic gear, uplifting the weekly limits on FP, etc... nice convenience boons, but all of those are taking an arrow to the knee with the 350k credit cap. Of course you can spend the CCs on escrow, but that way you'll burn those few thousand CCs pretty fast...
