I'm an online gamer but not a downloader.
That mean i only care about a nice fast ping.
An ADSL 2.4Mbit modem gives typical 30 ms ping for me.
Can a cabel modem at 128 or 64 kbit give same or better ping or do i need to go for 8Mbit cabel?
Cabel is a lot cheaper at 128 kbit than the ADSL and the possibility to change has just come to me.
I hope anyone can advice me here.

You will NEVER notice the difference between a 30 ms ping and a 60, 90, or even 150 ms ping. No service can guarantee you will ping so and so. So given that, go with the cheapest service.
You are confusing bandwidth and latency here. Moving from 128 or 64kbit cable (do they even offer something that low?) to 8Mbit cable will not change your latency (i.e. ping).
Reason for very lowbandwidth is price only
And i do need to get under 50 ms if i gonna use a sniper rifel or close combat instant action in Battle Field vietnam, for a mmorpg like EVE it migth not be as critical but i play all sort of online games.
So i will get me cheapest cabel connection that is 64 or 128 kbit and trust i will get a desent latency or ping thx to the quality of connection.

Who's your provider for your T3 that you are only paying $65/month? Backbone companies (Sprint, MCI, AT&T) charge more than that to resellers so I'm confused at how they could afford to give you a full T3 for that price.
